Otis Charles Williams was born on July 3, 1947, in California to Otis and Theessie Williams. He was the second of four children, alongside his siblings: the late Paquits LeRolph Washington, Jacqueline Squalls, and the late Jerome Williams. He was raised in Compton, California, and graduated from Centennial High School in 1965.
Following graduation, Otis was drafted into the United States Army, where he served honorably in the Vietnam War from 1967 to 1969. He continued his military service until his honorable discharge in 1972. Upon returning home, Otis pursued various careers, including work as a repossession agent and furniture deliveryman. He later secured a long-standing position at Point Mugu Naval Air and Weapons Station, where he served with dedication for 35 years.
Otis married Shirley Plunkett, who brought two children, Dyonne and Lavelle Plunkett, into their union. Together, they had one daughter, Tanika Williams. Though Otis and Shirley divorced for a period of nearly ten years, during that time he welcomed another daughter, Dana Williams, and a bonus son, Dejuan Morgan. Otis and Shirley eventually reconciled, remarried, and welcomed their son Gavonte Otis Williams, who preceded him in death.
Otis was a devoted member of Rock of Deliverance Church, where he was affectionately known as Deacon Williams, under the leadership of Apostle Nathaniel Dodd. His faith and service in the church were a source of pride and fulfillment throughout his life.
On April 24, 2025, at 8:45 a.m., Otis Charles Williams entered into eternal rest. He will be deeply missed by all who knew and loved him.
He is survived by his beloved wife, Shirley Williams; his sister, Jacqueline Squalls; his daughters, Tanika Williams and Dana Williams; his bonus children, Dyonne Plunkett, Lavelle Plunkett, Brigitte Plunkett, and Dejuan Morgan; and close family friends Lorna Herrington and Julie Wilson. He also leaves behind a host of grandchildren, great-grandchildren, nieces, nephews, cousins, and cherished friends.
Otis will be remembered for his service, strength, humor, and enduring love for his family.
